JOB PURPOSE:

• Oversee the day-to-day management of human resource and administration function from on-boarding to exit / termination in providing full employee support to the company

Required to- DO (Key Result Areas & Activities)

1. Human Resource

• Coordinate manpower requisitioning with departments and ensures staff recruitment follows company’s policies and procedures (e.g. candidate screening, job interviews) in order to recruit the best qualified candidates for vacant positions
• Coordinate and conducts orientation for employees to ensure that new employee are equipped with the necessary resources and information to start work
• Review and issue HR documentation such as employment letter, employee detail, probation and confirmation, leave, benefit and ensure that they are always up to date
• Perform full spectrum payroll processing to ensure accurate and timely payroll processing in accordance to statutory requirements
• Investigate and manage staff disciplinary issues through counselling and/or issuing warning, show cause and/or termination letters
• Identify and compile training needs to develop and implement training plan / schedules for all employees.
• Coordinate CIDB certified trainings for site employees to upkeep the validity of the certification
• Liaise with training provider to source for suitable employee training
• Propose revisions and amendments of HR policies to the Finance Director to ensure that policies are competitive with market practices and implements newly approved policies and procedures

2. Administration

• Oversee the ISO documentation control and ensure procedures are followed according to the requirements and facilitates the ISO audit process
• Liaise with company secretary to resolve administrative issues (i.e. company property)
• Monitoring office maintenance, stationery, renewal matter etc: CIDB certificate, quit rent, assessment and office refreshment.

3. Managing Personnel

• Guide and work with the HR and Admin executives to ensure the smooth running of all aspects of human resource functions and general administration of the company
• Establish good teamwork between HR, accounts, admin and project teams 
• Oversee the interviewing, recruitment, and training of HR, accounts and admin personnel
• Supervise and direct the day-to-day operation of the HR and admin team.

Required to - KNOW (Skills, Knowledge & Behaviours

• Bachelor's degree in human resource, or other relevant professional certification.
• At least 8 years of working experiences in human resource function
• Hands on knowledge on all aspects of human resource, payroll functions and compliance with related statutory bodies.
• Must be able to prioritize work activities as to use time efficiently and multi-task.
• Able to use SQL Payroll / Greatday Software.
• Leadership capability and supervisory skills in managing team and projects; including regular progress reviews and plans for improvement
• Strong analytical skills and ability to diagnose and resolve matters expediently

Overall Accountability:

About the Role
We are seeking an organized and proactive Assistant Manager, Human Resources to support our HR department in various functions while working closely with the HR Manager. RESPONSIBILITIES OF THE JOB

• Recruitment
• Advertising, sourcing, screening according to the business requirements and candidates’ suitability. Primarily first interview for Assistant Managers and Managers. Other positions only in the absence of Sen. Executive HR.
• PI Test and placement of potential candidates Primary for first interview for Assistant Managers and Managers.
• Reference check – 2 per selected candidates.
• Ensure proper HR documentation for new recruits, Offer Letters, confirmations acknowledgement and employment bond are completed in a timely manner.
• Preparing pre-employment medical check-up letter.
• Preparing salary structure for approval, information on new joiner respective department for email address, laptop, access card and parking card.
• Closing SLA within 60 days from recruitment process commencement.
• Ensure all HR correspondence are completed timely ie. Confirmation, Probation Extension, etc. (Assistant Managers and Managers).
• Ensure personal files (Assistant Managers and Managers) are accurately maintained and updated on a regular basis.
• Onboarding 1 (AM, M, SM).
• Analyze all received Training Requests before processing.  Follow through all L&D activities as previously planned in accordance to approved budget.
• Complete all Employee Engagement activities as planned for each calendar year in accordance to the approved budget. Advisory role for committees organizing events under Staff Welfare budget.
• Ensure that IR related matters i.e. disciplinary, counselling, misconduct investigation and grievances handling as per the guidelines and policies and are completed within 72 hours. Prepare a chronological report when necessary.
• Insurance claims processing and yearly renewal – monitor that this is done in a timely matter. 
• Ensure proper HR documentation for new recruits, confirmations acknowledgement, training and employment bond are completed in a timely manner.
• Oversee Staff Welfare i.e. Uniforms, Health Metrics, EE etc are executed by your respective downlines in accordance to schedule and plan.
• Oversee vendor sourcing and negotiations – Liaise with Procurement Executive as and when a system tool, EE, Appliance or activity requires to be ordered.
• Ensure all HR & Admin team members file documents weekly.
• Organize and conduct briefing for PEDP.
• Organize and conduct briefing yearly CoC Briefing to all co-workers.
• Schedule Duty Manager every 4 months cycle.
• Yearly review of all HR & Admin SOPs.
• Ensure Team always keeps their Workstation and department tidy.
• Daily-HR related administration works and as and when tasked.

1. Employee Engagement

• Drive and organize employee engagement activities such as family day, annual dinner, sports day, breakfast engagement, quarterly engagement sessions and etc to foster relationships amongst colleagues.
• Recommend the necessary initiatives to continuously strive for a harmonious working environment amongst the employees.

2. Industrial Relations

• Work closely with Group Human Resources to provide advisory services to farm management team and employees on state and federal employment regulations, collective agreements, benefits and compensation policies, personnel procedures, and classification programs.
• Handling of all disciplinary, misconduct, employee performance, grievance, and termination cases in consultation with Group Human Resources.
• Liaison with state and city regulatory bodies (Jabatan Tenaga Kerja) on all matters relating to workers issues at farm.

3. Learning & Development

• Prepare yearly training budget and programmes for employees to inculcate a  learning & growth culture at the Farm.
• Monitor all training program costs, training details, training bond details  and records.
• Support Group Human Resources initiatives in facilitating development programmes such as Leadership Development programme, Managerial Development programme, Talent Development programme, coaching programme, mentor-mentee programme buddy system, E-Learning programme and any other program in DPDC Academy.

4. Talent Acquisition

• Work with Department Heads to identify manpower requirements to support effective organization structure aligned towards the business direction.
• Source and provide quality candidates to Hiring Managers within a stipulated timeframe and close the assigned positions according to the timeline set out in the KPIs. 
• Participate in various Employer Branding activities such as university career talks, career fairs, strategic partnerships with schools etc.
• Conduct pre-onboard, onboarding and blending-in programmes for new employees to ensure an enriching orientation experience.
• Conduct exit interviews with resigned employees, to gauge the attrition reasons and recommend the necessary actions for improvement.
• Responsible for foreign workers matters, including manpower planning, submission of documents for foreign workers application, renewal & cancellation of work permit, arrange workers for FOMEMA check-up and handle of disciplinary and grievances cases, workers welfare.

5. Payroll & Performance Management

• Check payroll on a monthly basis to ensure the submission of statutory contribution in compliance and no penalties cases.
• Manage manpower budget and utilization to support productivity and cost optimization.
• Encourage a performance culture and ensure effective implementation of performance management system which includes advising staff in KPIs setting, understanding of core and leadership competencies.
• Ensure that all submission of input into the HRIS system is accurate and complete to support organisational effectiveness.

6. To perform any other tasks and assignments as directed by the management from time to time.
